Minor rules define when and how minor employees can work based on age, school schedules, and location-specific labor policies. These rules help enforce child labor compliance by preventing minors from being scheduled outside allowable work limits.

Use minor rules to:

  • Assign locations to a minor labor policy

  • Define school year and school break dates

  • Set age-based daily, weekly, and time-of-day work limits

How Minor Rules Work

Minor rules determine applicable work limits by evaluating a minor employee's assigned location and birthdate stored on the employee record, along with the current date.

Work limits are applied in this order:

  • Assigned location

  • School status, such as whether school is in session or on break

  • Age group thresholds

When multiple age groups exist, the system applies the most restrictive rule that matches the minor's age.

When a minor reaches a new age group, updated limits apply automatically based on the employee's birthdate.

Example: A fifteen-year-old employee is assigned to a location governed by a Minor Rule. Because school is in session and the employee falls under the under-sixteen age group, the most restrictive limits defined for that combination apply.


Security

Users with the following permission will be able to create minor rules:

  • Labor → Labor Rules → Minor Rules → Create Minor Rules

Users with the following permission will be able to edit minor rules:

  • Labor → Labor Rules → Minor Rules → Edit Minor Rules

These permissions can be added to custom user roles or individual users. The Permission Access report can be used to determine which user roles or users already have these permissions assigned. For more information, see User Setup and Security.


Open an overtime rule

  1. Select Admin from the left navigation rail.

  2. Expand Workforce.

  3. Select Labor rules.

  4. Select the rule to open its record.

Tip:

Find the rule Type in the Type column. In this example, Break type is selected.


Update assigned locations

Update locations when a site opens, closes, or moves to a different minor policy.

1) Navigate to the Name & locations section.

2) Select the dropdown arrow by Locations.

3) Select or clear locations as needed.

Only one Minor Rule applies per location at a time.


Configure school dates

School dates determine whether the system enforces school-in-session limits or school-break limits.

Important considerations:

  • Review school dates annually.

  • If no school dates are defined, the system treats all dates as school in session.

  • Incorrect or overlapping dates may cause unintended scheduling limits.

Set school year dates

Click steps to expand for additional information and images.

1) Navigate to the School dates section.

2) Select a start date for the school year.

Click the calendar icon.

Select the first day the school year is considered in session (for example, 08/06/2026).

3) Select an end date for the school year.

Click the calendar icon.

Select the last day the school year is considered in session (for example, 05/20/2026).

Add school breaks (optional)

School breaks override school-in-session limits during specific date ranges. A minor rule can include multiple school breaks.

1) Navigate to the School dates section of an existing minor rule.

2) Select Add break.

A single minor rule can include multiple school breaks.

3) Select a Start Date and End Date from the date picker.


Configure age-based work limits

Age-based limits control how many hours and what times minors can work, based on age and school status. All age group fields are required.

Work limits vary by jurisdiction. Always confirm values against local labor laws before configuration.

Configure an age group

This is a mandatory first step to setting age-based work limits and all applies to setting limits when school is in session and during school breaks.

1) Navigate to the Age groups & work limits section.

2) Select Add age group.

3) Under Applies to minors younger than, enter an age.

This step must be followed by configuration of work limits for when school is in session and during school breaks.

Set limits when school is in session

Defines the baseline daily, weekly, and time-of-day work limits applied to each age group on dates when school is considered in session.

1) Enter the maximum number of Hours per day.

2) Enter maximum Hours per week.

3) Enter maximum Days per week.

4) Set the No work after times for school days.

In No work after, set the latest time the minor is allowed to work:

  • Click the time field (for example, 07:00 PM).

  • Select the appropriate time and AM/PM.

5) Set the No work before times for school days.

In No work before, set the earliest time the minor is allowed to start work:

  • Click the time field (for example, 07:00 AM).

  • Select the appropriate time and AM/PM.

Set limits during school breaks

Defines age-based work limits that override school-in-session limits during configured school break date ranges.

1) Enter the maximum number of Hours per day.

3) Enter maximum Days per week.

4) Set the No work after times for school breaks.

In No work after, set the latest time the minor is allowed to work:

  • Click the time field (for example, 07:00 PM).

  • Select the appropriate time and AM/PM.

5) Set the No work before times for school breaks.

In No work before, set the earliest time the minor is allowed to start work:

  • Click the time field (for example, 07:00 AM).

  • Select the appropriate time and AM/PM.

Add additional age groups for when school is in session and during school breaks

1) Select Add age group to define another age range.

2) Repeat age group configuration steps for each additional range.


Save the rule

  1. Confirm and review all fields in:

    • Name & locations

    • School dates

    • Age groups & work limits

  2. Confirm the Is Active toggle in the form header is enabled to apply the rule to the Schedule Calendar.

  3. Click Save.

Minor Rules apply automatically after saving. Review location assignment, school dates, and age group thresholds if limits are not enforced as expected.


FAQ

Why is a minor employee blocked from being scheduled?


Scheduling blocks usually occur when the location's Minor Rule, school dates, or age-based limits do not align with the employee record.

Confirm the correct Minor Rule is assigned to the scheduled location and verify the employee birthdate on the employee record is accurate.

Why does the system treat a minor as if school is in session?


If school dates are missing, incorrect, or overlapping, the system assumes school is in session and applies stricter limits.

Review the school year and school break dates in the Minor Rule and correct any gaps or overlaps.

Why does the same employee schedule differently at another location?



Minor Rules are evaluated by location, and only one rule applies per location.

Check which Minor Rule is assigned to each location and align them if consistent behavior is expected.
