When employers grant third-party access (TPA) to their payroll providers for tax purposes, they enable the payroll provider to access their tax account to pay and amend taxes, file returns, and check the status of submissions efficiently.

Without TPA, penalties, fines, and even legal consequences can arise. Third-party access ensures payroll providers can maintain accuracy and timeliness in tax filings and payments. Missing even a single payment can result in costly penalties that impact a company’s financial health and reputation.

R365 exclusively uses TPA to file taxes. Without access to these portals, R365 will not be liable for penalties or interest accrued due to non-payment or delayed filing of your company taxes.

Accounts for State Tax Portals

To set up TPA, an account for the jurisdiction must be established first.

If your organization has prior payroll taxes associated with a jurisdiction, your organization will have an established account number for that jurisdiction. If this is the first time payroll taxes are being processed for the jurisdiction, an account will need to be established prior to requesting access.  

Submitting Multiple Support Tickets

Since the instructions for State Income Tax, State Unemployment Insurance, Family Medical Leave, and local jurisdictions within the same state may be different, each set of instructions includes a step for submitting a support ticket. This may result in multiple TPA request tickets for your organization. R365 Support will merge these tickets when appropriate.

State Unemployment Insurance Rates

Some states request that SUI rates are included in TPA requests. Providing the SUI rate in a TPA request is for informational purposes only and will not act as a request to update SUI rates. To update the Company’s SUI rate associated with a jurisdiction, refer to the Tax Filing Setup article.

    In Georgia, your company’s account can only have one administrator at a time.  If there is already an administrator assigned, complete the Employer Portal Replace Administrator Request form [onpay.com].  This form must be submitted by the current officer listed with the agency and should be sent from that officer’s email address to [email protected].

To locate your PIN:

  1. Navigate to your organization's account for the jurisdiction

  2. Enter your State Employer Identification Number (SEIN), which is your GDOL Account Number.

  3. Enter your Federal Employer Identification Number (FEIN).

  4. Enter the primary email address on your SIDES E-Response account.

  5. Select the Retrieve Access Code option in the drop-down list.

  3. R365 Support will initiate the access request.

  3. R365 Support will initiate the access request.

  4. Wisconsin will mail an access code to the address that is on file for your organization’s account.

  5. Reply to the open support ticket and provide the access code.

Wyoming Department of Workforce Services - Unemployment Insurance

To set up TPA for this jurisdiction:

  1. Navigate to your organization's account for the jurisdiction

  2. Select Account Maintenance

  3. Select Employer-Account Maintenance

  4. Select Add or Remove Third Party/CDS Vendor Association

  5. Select the Type of Association: Third Party

  6. Click Next

  7. Select the Address Type:

    1. Mailing Address

    2. Both

    3. Information Only

  8. Search for R365:

    • Name: DYN365 Inc

    • FEIN: 452758311

  9. Select R365 from the search results

  10. Verify the Address Type and Third Party

  11. Enter the Association Start Date

    Ensure that the start date is set with enough time for R365 to begin filing based on the frequency requirements of your organization.

  12. Click Submit

  13. After access has been granted, submit a R365 Support ticket with the following information:
    • Company name
    • FEIN
    • Date access was granted
