Rule Library Overview

Prev Next

The rule library is a tab on the Labor rules page that lists prebuilt federal, state, and city labor rules. Each library rule holds the settings for one rule type in one jurisdiction, such as overtime in a single state or split shift in a single city. Applying a library rule to locations creates a labor rule from those settings.

The Source column on the Applied rules tab shows Library for these labor rules and Custom for rules built directly in R365. A rule created with the Create Rule button also appears on the Applied rules tab with Custom as the source. Learn more in Apply Library Rules to Locations, Manage Library-Sourced Labor Rules, and Automatically Apply Rules to New Locations.

The Rule library must be enabled for the organization before the tab appears, and it is available only on the new Labor rules page. Reading and applying library rules depends on permissions for each rule type. Automatic rules for new locations also require the paid AI Labor Rules feature.

Important note about library rules

Rules in the Rule library are prebuilt by AI and are not legal advice and should not be considered as such. Confirming that each rule is correct and keeping it current is the customer's responsibility.

How locations match library rules

A location matches a library rule when its shipping address falls in the rule's jurisdiction. A state rule matches locations in that state. A city rule matches locations in that city and state. A federal rule matches locations with a US address. A location whose shipping address has no usable US state does not match any library rule.

When more than one library rule of the same type covers a location, the most specific rule is the match, such as a city rule over a state rule.

The Rule library separates locations into two groups for each rule:

  • Applied locations are the locations where the rule is in effect.

  • Matching locations are the locations that match the jurisdiction and are available to receive the rule.

When a rule has no matching locations to show, the Matching locations column reads All matching locations applied or No matching locations. The Rule library shows only the locations the signed-in user can access.

Library rules and custom rules

Applying a library rule creates one labor rule that stays linked to that library rule. The Source column on the Applied rules tab shows Library for these labor rules and Custom for rules built directly in R365. Applying the same library rule again adds locations to the same labor rule instead of creating another one.

A library-sourced labor rule opens in a read-only view. To change its settings, an admin customizes the rule, which turns that rule into a custom rule. It keeps its settings and applied locations, but it is no longer linked to the Rule library. The rule becomes custom only when changed settings are saved.

Removing every location from an applied library rule does not delete the labor rule. The rule stays on the Applied rules tab with no locations and keeps its Library source. Only the Delete action removes a library-sourced labor rule.

Library rule pages, screens, and records

Rule library tab

The Rule library tab lists every library rule the user can see. Columns show the rule Name, Type, State, Applied locations, and Matching locations. A federal rule shows the number of states where it applies, and selecting that number opens a list of those states. Quick-filter chips narrow the list by rule type, and search, filters, and Group by narrow it further. Filtering by a state also finds the federal rules that apply in that state.

Actions on the Rule library tab:

Library rule panel and full-screen view

Selecting a rule on the Rule library tab opens a panel with the rule's applied locations, its matching locations, and a summary of its settings. The View rule button opens all of the rule's settings in a full-screen, read-only view. The panel and the full-screen view both offer Apply rule for a rule that is not applied anywhere, or Manage locations for a rule that is applied somewhere.

Actions in the panel or the full-screen view:

Applied rules tab

The Applied rules tab is the default tab and lists the labor rules in effect. When the Rule library is enabled, the grid adds a Source column that can be filtered and grouped. Selecting a row opens a read-only details panel instead of the rule form. For a Custom rule, the Edit rule button in the panel opens the rule form. For a Library rule, the Manage rule button opens a full-screen, read-only view where the rule can be customized.

Actions on the Applied rules tab:

AI Labor Rules banner and settings dialog

When the Rule library and the AI Labor Rules feature are both enabled, a banner appears above the tabs on the Labor rules page. The banner shows whether automatic rules for new locations are enabled and opens the Settings dialog. The same dialog opens from Manage AI Labor Rules in the three-dot menu (⋮) on the page toolbar. In the dialog, the Automatically apply rules to new locations switch controls whether new locations receive matching library rules.

Action in the Settings dialog:

Permissions

Each rule type has its own permissions under Labor → Labor Rules. Library features use the following:

  • View permission for a rule type shows that type's library rules.

  • Create permission for a rule type applies a library rule that was never applied.

  • Edit permission for a rule type changes the locations of an applied library rule, replaces a covering rule, and applies a library rule that is already applied.

  • Edit permission for a rule type, with access to all of the rule's locations, offers Customize rule.

  • Edit and Delete permission for a rule type, with access to all of the rule's locations, offers Delete rule in the details panel.

A user must also have access to every location where an applied rule is in effect to change that rule. Only users with full access, and R365 users, can change the automatic rules switch.

FAQ

Why does a location not match any library rule?

A location does not match when its shipping address has no usable US state. A location also does not show as available when another rule covers it and the user cannot replace that rule. See Apply Library Rules to Locations.

Does removing every location from a library rule delete the labor rule?

No. The rule stays on the Applied rules tab with no locations and keeps its Library source. Only the Delete action removes a library-sourced labor rule. See Manage Library-Sourced Labor Rules.

Do existing locations receive library rules when AI Labor Rules is enabled?

No. Automatic rules apply only to new locations. Apply library rules to existing locations from the Rule library tab. See Automatically Apply Rules to New Locations.
